JBA Consulting was appointed by Northamptonshire County Council in January 2016 to undertake a research project concerning the costs of delivering the new surface water management and SuDS statutory role on behalf of a number of Lead Local Flood Authorities (LLFAs) who are part of the ADEPT Flood & Water Management Group (FWMG).

The New Burdens Assessment, which was undertaken to predict the impact and cost of the new role of LLFAs, the Government proposed to provide an average fund of £13,000 to each LLFA per year as of April 2016. However, the FWMG has highlighted that most LLFAs have had to employ at least one or two new members of staff to manage the increased workload following the implementation of new role. This has led to concerns that there will be a potential shortfall of funding available per year to each LLFA, regardless of any extra income initiatives used by some LLFAs.

This research project aims to achieve the following objectives: 

  • Assess the costs experienced by LLFAs of delivering the new statutory consultee role since its adoption on the 15th April 2015
  • Establish how the costs experienced compare to those predicted in the New Burdens Assessment
  • Highlight any potential shortfall in funding available per year to each LLFA
