President update 1st September - latest news from ADEPT
As the summer holidays draw to a close, many of us have headed back to work this week. Even if the weather hasn’t been so kind, I hope that you are all feeling rested and ready to go!
News and publications
Defra has published its Presumptions guidance for diverting or extinguishing rights of way which we’ve posted onto the ADEPT website here. We have been speaking to the Department about the delay to Extended Producer Responsibility for packaging as well as food waste and the issue of consistency across recycling collections. We also raised devolution deals and whether there was scope for local Environmental Improvement Plans.
Live Labs 2
Each Live Lab has completed its strategic outline business case (SOBC). These were fully funded as part of Live Labs 2’s mobilisation stage and provide an overview of the Live Labs’ strategic direction, core business objectives and methodologies. All SOBCs are available here.

This year’s ADEPT National Traffic Managers Conference is being held in Northampton on 5th October. We are delighted to welcome our keynote speaker, Roads & Local Transport Minister Richard Holden MP to ‘Preparing, Delivering and Managing Resilient Road Networks’. Resilience is the thread running through the conference this year with presentations on the resilience of the road network to the changing climate, how safe is our technologically driven road network and managing disruptive events like the King’s Coronation. In our Live Labs blog this month, we hear from Karl Rourke, East Riding’s Service Manager for Street Lighting, Traffic Signals and CCTV and project lead for the East Riding’s Live Lab which is focused on decarbonising street lighting. Find out more here.
Some of you will recall the ADEPT / Amey Excellence in Place Leadership programme. This has evolved into a new joint programme with Amey called PACE. It aims to enable thought leaders to develop new strategic solutions that are pioneering, action-orientated, creative and entrepreneurial. Autumn Conference
This year’s ADEPT’s Autumn Conference will be in Nottingham on the 16th and 17th November 2023. As always, the Conference will provide a unique opportunity for place directors and senior leaders to meet and debate the future of place with colleagues from across the country. Each year we attract top speakers – recent conferences have heard from Professor Sir Michael Marmot, Lord Deben and Dieter Helm. We are delighted to announce that Alex Norris MP, Shadow Minister (Levelling Up, Housing, Communities and Local Government) will be speaking, along with Danny Williams, CEO of Active Travel England and Dr Jeanelle de Gruchy, Deputy Chief Medical Officer to name just two of our other plenary speakers.
